my take is it's similar to being fully comp.
You don't legally need it and you buy it in the hope of not needing it.
I pay more than I need to for my car insurance as I choose a policy that has a guaranteed courtesy car in the event of any incident / claim that has my car off the road.

I remember initially refusing to buy legal cover when taking out a policy a few years ago, but after a while they phoned back to say I could have it free I believe. Don't know what they had to gain from that.

I'll take a guess at it, since I had a chuckle this morning while reading eBike's non-optional "legal cover". My bold
