shimming carb needles

I have done some research and decided to give it a go, I am mechanically minded and know exactly what I'm doing, my question is where would I get the shims, .020 3mm ID apparently for best results (ZZR600e)
I'm assuming ID is internal diameter, so the size of the hole, of I'm wrong please correct me.
Also what are the upsides and downsides of doing this and how will it effect fuel consumption?
if the're is already a thread with answers to these questions then please direct me to it.

If you are experimenting I would punch them out of gasket paper. Gasket punches are cheap or easy to make, plus one sheet of paper is a lifetime's supply.

Why are you doing it? Because the bike running lean in the appropriate part of the rev range or just because you're bored and there's nothing on the tv?

It's difficult to get fuelling right when not in the correct hands. But to try and adjust random carb settings will result in headache and less than ideal results.

Carb tuning requires clear, methodical steps to obtain the best performance out of your set up.

I have a good guide, but will have to wait till I get home to post it

Lack of correct throttle response can be due to all sorts of problems.

Air filter
Worn spark plugs
Faulty spark plug caps
Low compression
Worn cam chain
Excess oil in crankcase
Incorrect air screw settings/tiny 'O' ring split/tip broken off

As has been said,making the mixture richer for the duration of the needle will not have any effect on throttle response from tickover up until about 1/3 throttle.
