Nah...........that don't sound right at all. You measure it at tickover and when you rev the bike to about 4000 RPM. He needs to make sure the voltage doesn't shoot up too much at high revs, a sure sign the rec/rec is kaput. 13.5V to 14.5V is good.He can also remove the battery, charge it and them measure the volts at 30 min intervals to see how well it holds a charge. It shouldn't drop below 12.6V IIRC.
