Here are the highlights for those that don't want to read the DM

Non-endorsable (no points) fixed penalty notices rising from £60 to £100 include:
Failure to wear a seat belt
Using a vehicle without a test certificate.
Non-endorsable (no points) fixed penalty notices increasing from £30 to £50 include:
Neglect traffic regulations, eg as failing to give way
Negligent use of motor vehicle, eg not being in full control
Vehicle registration and excise licence offences, eg failing to display a tax disc
Motorway offences, eg stopping on the hard shoulder
Vehicle in defective condition, eg dirty and obstructed windows
Neglect of pedestrian rights, eg driving elsewhere than the road
Lighting offences, eg misuse of head lamps
Noise offences, eg sounding the horn at night
Carrying too much weight on board
Cycle and motorcycle, including cycling on the footpath and not wearing protective headgear. |

FPN amount rises to £50 (no helmet lulz) or £100. Long overdue, really. Careless and Inconsiderate - which essentially covers anything a copper imagines that he might have seen - can now be dealt with by a FPN bribe, or - oh, here we go - a Fund the Chief Constable Course.
The rest is Causes Cancer, there are no PC Dredd "roadside fines".
All largely irrelevant since Safety Cameras can't catch any of those anyway and the chances of us meeting a real copper are so small as to be negligible.
Eh, I'll still be treating traffic signals as advisory.  ____________________ Biking is 1/20th as dangerous as horse riding.

You won't see so many people keen to overtake 'em then.  |

No.
AFAICT, there are no new offences or even powers being created, despite the media's collective obsession with reporting it as such. That would require primary legislation, this is an administrative regulation.
There are two changes.
#1 FPN amounts are up. This is long overdue.
#2 Drivers (and riders and pedalists) will now have the option of dealing with some existing offences by paying a bribe (either a FPN or a Kitten Kourse) rather than going to court. This is - in principle - to our benefit.
There's a lot of sound and fury being spouted about it being more likely that we'll be charged with Careless and Inconsiderate, but that's speculation. It'll remain entirely down to whether coppers can be bothered with the hassle.
Bear in mind that we'll retain the option to say "See you in court then," so they can't skimp on the recording of the "offence" or preparation of the case for prosecution. It'll reduce the burden on the CPS and courts, not on coppers, so I wouldn't expect to see any increase in charging outside of an initial period of Operation Bluster where Plod PR will get the Mail et all to report on a few prosecutions.
The talk of "roadside fines" is baffling. The Road Safety Act 2006 does allows PC Dredd to mug Fritz Foreigner at the roadside (a nice bit of quid pro quo there) but I've not seen anything to suggest that those powers are being extended to decent chaps who give a proper British address.
Still, I'm always prepared for surprises. Thermos, sandwiches, corn plasters, telephone money, dandruff brush, animal footprint chart and... one triple thick condom. You never know. ____________________ Biking is 1/20th as dangerous as horse riding.
