Here are the highlights for those that don't want to read the DM

Quote:
SUMMARY OF THE NEW FIXED PENALTY NOTICE STRUCTURE
Endorsable (includes points) fixed penalty notices rising from £60 to £100 include:
Using a mobile phone while driving
    Speeding
Motorway offences, eg reversing on the motorway and driving on the hard shoulder
Neglect of traffic directions, eg jumping a red light
Neglect of pedestrian rights, eg stopping on a controlled crossing
Load offences, eg causing danger of injury to the number of passengers
Motorcycle offences, eg carrying more than one passenger.

In situations where the owner of a vehicle fails to identify the driver when an offence was committed, the fine will rise from £120 to £200 and points will be imposed. Where someone is caught driving without insurance, they will be fined £300, and increase from the current level of £200.
Non-endorsable (no points) fixed penalty notices rising from £60 to £100 include:
Failure to wear a seat belt
Using a vehicle without a test certificate.

Non-endorsable (no points) fixed penalty notices increasing from £30 to £50 include:
Neglect traffic regulations, eg as failing to give way
Negligent use of motor vehicle, eg not being in full control
Vehicle registration and excise licence offences, eg failing to display a tax disc
Motorway offences, eg stopping on the hard shoulder
Vehicle in defective condition, eg dirty and obstructed windows
Neglect of pedestrian rights, eg driving elsewhere than the road
Lighting offences, eg misuse of head lamps
Noise offences, eg sounding the horn at night
Carrying too much weight on board
Cycle and motorcycle, including cycling on the footpath and not wearing protective headgear.

Full page of DM waffle, it probably says "Causes Cancer" in there somewhere.

FPN amount rises to £50 (no helmet lulz) or £100. Long overdue, really. Careless and Inconsiderate - which essentially covers anything a copper imagines that he might have seen - can now be dealt with by a FPN bribe, or - oh, here we go - a Fund the Chief Constable Course.

The rest is Causes Cancer, there are no PC Dredd "roadside fines".

All largely irrelevant since Safety Cameras can't catch any of those anyway and the chances of us meeting a real copper are so small as to be negligible.

Eh, I'll still be treating traffic signals as advisory. Folded arms

Interesting thanks, i thought most of this was already in action must of read about it being proposed Laughing

No mention of plate legislation there if i'm correct

Or does
Quote:
Vehicle registration and excise licence offences, eg failing to display a tax disc
Vehicle in defective condition, eg dirty and obstructed windows

Cover that in some way.

If not would it be correct to assume a small plate is still only a 30 quid job Confused Question

In Scotland, I recieved a £60 FPN 6 years ago for failing to display. Is it only £30 down in England?

Also, any idea whether this article is relevant in Scotland?

Thanks.

I'm surprised they're even bothered about displaying the tax disc these days when it's all recorded online anyway.

No.

AFAICT, there are no new offences or even powers being created, despite the media's collective obsession with reporting it as such. That would require primary legislation, this is an administrative regulation.

There are two changes.

#1 FPN amounts are up. This is long overdue.

#2 Drivers (and riders and pedalists) will now have the option of dealing with some existing offences by paying a bribe (either a FPN or a Kitten Kourse) rather than going to court. This is - in principle - to our benefit.

There's a lot of sound and fury being spouted about it being more likely that we'll be charged with Careless and Inconsiderate, but that's speculation. It'll remain entirely down to whether coppers can be bothered with the hassle.

Bear in mind that we'll retain the option to say "See you in court then," so they can't skimp on the recording of the "offence" or preparation of the case for prosecution. It'll reduce the burden on the CPS and courts, not on coppers, so I wouldn't expect to see any increase in charging outside of an initial period of Operation Bluster where Plod PR will get the Mail et all to report on a few prosecutions.

The talk of "roadside fines" is baffling. The Road Safety Act 2006 does allows PC Dredd to mug Fritz Foreigner at the roadside (a nice bit of quid pro quo there) but I've not seen anything to suggest that those powers are being extended to decent chaps who give a proper British address.

Still, I'm always prepared for surprises. Thermos, sandwiches, corn plasters, telephone money, dandruff brush, animal footprint chart and... one triple thick condom. You never know.

All seems pretty standard to me.

No real change, except the fines have increased. Ho hum.

No they haven't.

The bribes to avoid the possibility of being fined have increased.

Not the same thing, not by a long way.
