Choke or Throttle cable are trapped or too short, turning to it side will be releasing which ever one it is.

When the handlebars are straight, engine off, does the throttle return back to normal smoothly or does it get jammed?

Follow the throttle cables back and look for adjusters down the length of the cable. SLacken all of them off, so the throttle body is really loose when you pull it. Slowly, tighten some up until you get about 5mm of freeplay with the bars straight. Then test the bars at full lock to see if it still has freeplay.

Hope it helps.
