So basicly, i've been looking at swapping my Bandit for an offroader. Got a little CR125 lined up, deals set provided the bike checks out legal.
Tried to look at a few HPI sites, all want reg numbers. As it's an offroad bike & never road registered then there's no way of HPI'ing it.
So, I called the police. Stated I was looking to buy a motocross bike that wasn't road registered. Told them I had both the frame, and the engine number so could they pop that into their database to confirm if the bike had been reported stolen or not. A simple request?
Apparently it's confidential information and they cant give it out to members of the public.
"Superb, okay - so if this bike does turn out stolen then you'll come and confiscate it from me then yes?"
"That's correct sir, as we would return it to it's rightful owner"
"But you cant tell me if it's stolen or not?"
"No."
Honestly, I give up.  ____________________ Please be aware that the above post may be full of complete nonsense.

Had similar with the WR450, they had it on record but as I only had a receipt of sale they wouldn't divulge details until I had a V5, I needed details to get said V5.

same situation as your Iain
i have DT175, no reg/ v5 never been on the road etc...
but how do check if its been half inched or not?!!
to apply for a plate its £55 from the DVLA
i spoke to the DVLA who said they cant check on the VIN on the police can

Spent 2 hours on the phone to pay a S59 ticket today
The end result was, despite it being 28 days since issued, it's not even on their system and i've been put on a waiting list to be contacted? I am 99% sure it's going to end up with a 'here's your court ordered fine of £999999 for not paying'.
Tl:dr The plod are flipping useless. |

I can't see what's "confidential" about that. It's about the vehicle, not the owner.

You could be anybody ringing up (perhaps a criminal, trying to benefit from the disclosure of information about a third-party vehicle.) The rules enforcing the security and disclosure of information from PNC are heavily enforced.
AFAIK, there is a process by which you can attend a Kent police station in person and with satisfactory ID then the engine and chassis number can be checked, details recorded and you will get a "Yes/No" answer as to whether or not the vehicle is recorded as stolen.
Kent Police form 3258 'PNC Stolen Vehicle/Plant Disclosure To Public' - if my information is current.

https://www.gov.uk/government/publications/protect-your-off-road-vehicle
It's free to register an off-road vehicle for a Q-plate, according to Inf85. Use form V55/5. You don't have to display the plate, tax/SORN, MOT test or insure the vehicle while it is used purely off-road.

You don't get fixed penalty notices for s.59 PRA2002 (which is for vehicle-related anti-social behaviour) - you get either a warning notice or a seizure notice (and your vehicle is seized.)
You've either mistaken the notice for a FPN or you've been issued a s.59 notice in conjunction with a FPN for a distinct offence.
(That doesn't help with the problem of a FPN not being registered on the central system, I know.) ____________________ Power Ranger  |

There are often different ways round a particular problem. If, after your Police contact informed you the this information was confidential, you could have given him frame, engine and registered number and then asked him if, given the information now in their possession, you could expect a visit form the local Constabulary to confiscate said machine. |
