Why wouldn't this be legal?

There are no laws pertaining to the carrying of dogs in a sidecar, restrained or otherwise.
I am not aware of any actual laws pertaining to the carrying of people in a sidecar either. Be that for provision of any form of restraint, or even a seat. As far as I know, you could go down the road standing on a flatbed sidecar wearing only your underpants while drinking a bottle of whisky and you wouldn't be committing an offence.

There are rules about how they are constructed and who can ride them but, short of overloading them, nothing about what you carry in them. | Sorry, I could have typed my post a lot better, when I said restraints for the dog I did not mean from a legal standpoint but from the interests of the dogs safety, last thing anyone wants is a dog jumping from a sidecar at any speed, I did not have this problem since my velorex was fully enclosed. |
