Little bit of testing has shown it expands on mouse hover, however if your mouse exits the ad in a way that doesn't go from ad>webpage the ad expands anyway.

If you're that bothered about ads, scroll down to the bottom of the BCF index page and because you have gold blobs you can turn lite mode on cant you?

That advert seems broken, I've reported it to Google.

Nothing should be able to expand unless you click on it, or hover over it for a good few seconds (and even then, it should tell you it's going to expand and give you a way to close it!).
