ERM? Kinda confused by your post so...
As your 22, you can only do your A2 (restricted) license, then when your 24 your full A license. Up to you whether you want to wait until your 24 or get your (A2) license now, depends on whether you can stick it out on a 125 for another 2 years (I know I couldn't).
Not sure what you meant by 250cc and getting a full license, biggest bike you can ride on a CBT is a 125 & no license auto-upgrades anymore. ____________________ Yamaha MT-03 '08 (crashed)

The option to pass your tests on a 125 and get a license for a 25kW bike expired last year.
At 22, your best option is to get an "A2" license. Pass your tests on a 395cc+ bike making 25-35kW, get a license to ride anything up to 35kW and not restricted from a bike making more than twice its power.
