My wheels are spoked so I have bought new tyres, tubs and rim strip.
How much should my garage charge for their labour?

Nothing.
You should do it Yourself.
Come on, its just a big push-bike tyre. Get a pair of levers and some rim protectors of e-bay for under a tenner; and have them done in less time than it would ride to a garage, have mechanic scratch his beard, and tap your details into his computer!
AND you'll have tools to do it next time, and or fix a puncture should you unfortunately have one.
Instructions, if needed are in the Haynes manual or widely on the web.
Give it a go.

After fucking about with horrible cheap tyre levers, that literally had sharp edges. I just manned up and bought a pair of lovely well made ones for a tenner each these ones actually have a smooth finish and radiussed edges to avoid ripping shit. Funnily enough my last tyre change was painless with no cut inner tube.

Do you remember what it was you bought? I'm considering changing my own tyres soon, not without a slight sense of dread.

Is worth the mention; get 'good' tyre levers for a bike; weedy push-bike ones often bend and buckle trying to get a push-bike tyre off!

AND... apologies... looking at e-bay, you might struggle to get a set for a tenner.... maybe £15ish, but still not talking daft amounts of money, and as said, worth having; sods law says when you need a puncture fixed shops'll all be shut!
Been a while since I bought a tyre lever... but last one I did, was like this:-
https://i.ebayimg.com/t/New-Extra-Long-370MM-Tyre-Tire-Lever-Curved-Motorcycle-Motorbike-Enduro-KTM-sxf-/00/s/MzAxWDUwMA==/$T2eC16ZHJHwE9n8ii1i(BQIn(4HJpg~~60_12.JPG

Which is a tenner on its own, from there, and you would need two.
It has rather small 'pry' ends that are nice and easy to wiggle under the bead, while its long so you get lots of leverage, and the bowed end gives you a couple of extra chances to work around disc brakes or sprockets and stuff. Mine sees a lot of use... rarely for taking tyres on and off though! Wonderful for wiggling stubborn stuff into or out of place, like exhausts or engines and 'stuff'.

These are the rim protectors:
https://i.ebayimg.com/t/3-ALLOY-WHEEL-RIM-EDGE-PROTECTORS-MOTORBIKE-MOTORCYCLE-/00/s/NDc2WDQ3OQ==/z/n-MAAOxyvuVSHhM5/$(KGrHqJ,!lgFH5tvneM6BSHhM438uQ~~60_12.JPG
This set of three is a fiver on e-bay. Not essential, but of you are spooning tyres onto an alloy rim, they do stop the tyre levers denting the soft metal.
