Lighter? or turn it upside down with cap open and shake it you aren't worried about ruining the paint so it doesn't matter

Does the fuel tap have PRI position? If so, use it, if not and can be only operated with the vacuum hose on, I'd take the tap off to drain it and vent it out properly. You should take it off anyway to get paint under it and keep it clean during the painting.. Thumbs Up

Overlooking the obvious solution.

Run it dry, put it on the center stand, start it up, run the engine until it stops.

Then again, that would include dragging all the crud from the bottom of the tank into the rest of the fuel system, but if you have an inline fuel filter which you are changing whilst the tank is off, no worries.
