That's an XF125L-4B, right? Same as the Pioneer Nevada, 156/157FMI pushrod CG copy engine? Not much to go wrong.
#1 Compression. Thumb test if nothing better to hand, see if it's got any.
#2 Fuelling is way off because:
#2.1 Pilot jet has been dicked around with.
#2.2 Cone filter and straight through exhaust has been fitted and the jetting hasn't been adjusted.
#2.2 Float is stuck (up or down).
#2.3 Choke isn't working.
#3 Spark timing is off.
