You can configure IIS to permit Basic auth with Windows accounts. Then, like Loui5D says, use NTFS to enforce permissions. It should be similar enough to 2008, see e.g. https://blog.pluralsight.com/windows-server-2008-ftp-user-authentication
Be sure you require use of SSL (ftps) in that case though, because FTP is not a secure protocol and basic authentication sends username and password in the clear.
