Bizarro. It looks like the crud has become structural. Get in there with a wire brush and clean the heck out of it?

Is that the remains of the gasket? Can it just be broken up and pulled out? But yeah - wire brush will either shift it or let you see what you're dealing with.
Diagram here shows there should only be a flange (that's loose on your new downpipe?) that slots onto those 2 studs with a gasket inside? |

I would try to cut slots in it with the end of an hacksaw blade - top and bottom, left and right - then use a small cold chisel or centre-punch to try and tap the quarters inwards. ____________________ Honda Varadero XL125(V8)
