Drops power then cuts out (Usually)

So my NSR 125 was running very rough, sorted that with new oil, air filter, carb clean and spark plug.

Now i have recruited a new issue, the bike will idle perfectly fine, and for the first set off from stand still will do fine, and whilst ever the revs are on (even slightly) is fine, but as soon as i come off the revs to come to a stop, it loses power and wont even rev past 2.5k without making this dull BRRR sound and cutting out, will start up again fine, but repeats the same cruddy noise and low revs.

My first thought is that maybe the throttle cable is to blame (Not closing off properly) but that doesn't readily seem apparent.

Anyone care to take a stab at it?
