Needs a bit more context really but
If you pull into an empty lane and ride at the limit you'll get tailgated
Fact of life whatever you drive/ride.
If you have L plates some drivers will assume you're not going fast enough
whatever speed you're going and tailgate you.
( needs the Toy Story/Buzz lightyear pic with "Arseholes, everywhere arseholes")
I don't see this as tunnel only thing though
tailgating deterrents
laser pointers as brake lights - blind the bastards
inject parrafin into silencer - big smoke
Any old shit coming off yer bike will make people back off
even water, so an old screen wash pump and bottle of old piss
jury rigged with button on bars will get them backing off in horror

This is usually my tactic. It's a bit risky in itself sometimes, as if you really have a complete and utter knob end on your tail, you might just wind him up even more. But at the end of the day, at least if he does hit you, less likely to be so serious at slower speed, and he's more likely to be able to stop before that happens anyway. Outside of tunnels, especially motorways and more open roads, I'll sometimes speed up enough to leave the twat behind, let him catch up if he's going to, and repeat. I often find that after a while they get tired of this game and leave a bit more space, but you can never count on it.
Some situations don't have a straightforward, clear-cut answer, and you can only take the best of some bad options. Overtake (you're in an overtaking lane) then pull in.
If not overtaking, why are you in that lane?
OP's post is about this situation happening repeatedly. The world isn't going to change to suit them. ____________________ Biking is 1/20th as dangerous as horse riding.

Which is why I said in my first post here to get into the nearside lane before getting into the tunnel, and stay there until through. It's not necessarily something I would do, but the OP seems to show a bit of a lack of confidence, or concern, so that's why I suggested this. He also said, sometimes he feels he can't get into the nearside lane from the offside, as the traffic doesn't allow for it. I can only go by the scenario the OP has given, assuming the traffic is that nose-to-tail that he doesn't find an opportunity to move over.
I quoted Finnian, who said move into the nearside lane, and if that didn't work, then pull in. If you're filtering, just be wary where there's a gap in either lane that a car could pull into.
