From reports so far, looks like they can pass the tests, just that doing so has various down sides (expensive running costs in additives, etc), so seems likely that others can also pass the tests but might not chose to fiddle things to appear better in other areas.
That said, I suspect others are pulling stunts. Whether others are so blatant , or even similar is another question.
For example, Alfa have their DNA setup where you can select a mode. Suspect this is mainly a fiddle to get through emissions tests, with the default mode being used for testing.

The potential consequences are manifold. For a start, I (along with millions of others) am driving a car that (potentially) does not meet EU type approval, so is effectively not road-legal.
So what happens? VAG issue a recall? Apparently this is only required where an issue affects safety, so not in this case. VAG issue a voluntary service bulletin? What if I choose to ignore it? I like how my car goes, I don't want it getting slower and/or more thirsty. I am now knowingly driving a non road-legal car.
What if I roll over and let them update it? Who will compensate me for the extra fuel it will use? I am no ambulance-chaser but will not be happy at an enforced financial penalty through someone else's deliberate fraudulent activity.
And I haven't even touched on loss of resale value.
I am already planning what to spend my windfall on.  ____________________

At some point, I'm presuming that someone relatively high up at VW OK'd this idea and took responsibility for using the software. Do we know who that is? I know the CEO resigned but he claims ignorance. Whoever it is, I wouldn't like to be in his shoes  ____________________ Space Is Deep |

The funy bit is going to be when all these irate people take their car in "To be fixed", get a re-map and find their car now runs like a total bagowank, guzzles fuel, overheats and the wears out prematurely.
The fail has only just begun. Just when the PPI companies thought they'd be left with an expensive autodialler system on their hands and no-one to sell it to. "Volkswagon, Seat, Renault. Audi, Skoda... Have YOU bought one of these cars in the last five years? Call us NOW, our team is standing by..." etc.
If I owned one of the VWs in question I'd be supergluing the cap on the ECU socket before taking it anywhere near a dealers for anything at all in case they decide to re-flash it without asking me. Mark my words, the ones that never came in for their recall will be the ones worth top-dollah. ____________________ “Rule one: Always stick around for one more drink. That's when things happen. I'm baffled as to what "fix" is being proposed.
They can't make them run cleaner on the road without dialling the boost right down and leaning them out to the point of self destruction. So yes, GTFO kthnxbye.
All they can really do is to disable the cheat-o-chip and have them run realistically dirty while on test. But to what end?
Presumably this is just stalling and declaring that Something Has Been Done, while they wait for the other marques to get dragged into it. ____________________ Biking is 1/20th as dangerous as horse riding.
