Float in the carb is stuck or not sealing when closed.

What he said.

Try tapping the float bowl a bit with the handle of a screwdriver, it's never worked for me, but it seems to be the go-to advice for a stuck float jet Laughing

Float needle valves or leaking floats are likely.

Take needles out, inspect the rubber tip, clean them up, clean up the seats. Rub aluminium foil on the metal shaft of the needle, (avoiding the rubber tip) - this works extremely well. If the tip is damaged, order new ones.
Put floats in water. Do they float, or bubble if you submerge them?

Refit and check the heights are set correctly.

Its a new-used carb, I assume you did not inspect it before fitting? Shocked

Never worked for me either.

Loosen the clamps around the carb, twist it so the float bowl is facing you, take it of, give everything a good clean (spray with carb cleaner if you have it) and put it all back together.

It is likely that the inlet valve for the fuel has a bit of dirt in it and when the float chamber is full it is not cutting off the fuel.

I would suggest as others have said a clean of the area (around the float inlet) and then either change the gaskets or reseal them with a good quality gasket sealant and any O ring seals that are showing wear or might have been pinched during adjustments or fitting.

I will assume that all fuel return pipes have been fitted correctly and are not leaking inlet and return and breathers are not blocked.

i have stripped carb cleaned very thoroughly then re-assembled, still same problem. Turn fuel on then a few seconds later after float bowl is presumably full, fuel starts coming out of both pipes

Do you have an in line fuel filter from the tank to the carb as it could have picked up a bit of dirt that has been sat in the tank and lodged itself in the float chamber valve.

I am just trying to help but the pipes that are leaking have you replaced the clips that fasten the pipes to the carb and tightened them enough and have you trimmed the pipe as it might have splits in them.

Can you take some pictures as this might help me and others to diagnose the problems

Re adjust the float hight if nothing else has worked to try and shut the fuel off. If the need jet is not worn this is what I would do and expect it to work

You had the fuel hose connected to the overflow outlet, and vice versa?
