Two weeks before christmas and the cnuts are out in force to earn their christmas bonuses it seems...
Me and the rest of the town been parking here forever, never had an issue parking there before. And today suddenly a whole row of cars slapped with tickets on the screen, and one wrapped around my topbox carry handle!
£110 for parking for (witnessed time of) 2 minutes in a "loading only" bay.
Im a broke student in the runup to christmas, I aint got this kind of money to spare and even if I did I'd begrudge paying it to these cockwombles.
Any advice for contesting this or how to get out of it? To me it seems that the road sign clearly says "30 mins max" so as long as I was there before that 30 mins was up, how can they know I wasnt loading? An observation time of 2 mins is not enough to prove whether Im loading or not surely? Could I simply claim to be a motorbike courier picking something up? Theres nothing on the sign that says to be considered loading you have to stay with the vehicle.
Can I get out of this? Or have they got me bang to rights?

Restrictions apply for non commercial vehicles.
If you have a trade license and were on business then contest.
If not, then Loob-up.

What council is this? Check their website and see if you can appeal and still pay the reduced fine if you lose (if there's one). I got off a ticket by appealing and it turned out the traffic nazi hadn't submitted the correct evidence.
I also thought they had to observe you for 5 minutes, maybe research this, and anything else that might get you off  |

Actually, further to the 5 minute thing, Ive just found this: https://www.nidirect.gov.uk/further-details-of-contravention-code-25
Specifically this bit: "Contravention code 25 shall be used for non-goods vehicles (cars, motorbikes, and so on) seen to be parked in a loading bay during restricted hours without loading. A five minute observation period will be applied."
Problem is, thats Northern Ireland directGov, theres nothing similar on the UK DirectGov... but NI is part of the UK, so surely similar rules apply? Im a bit lost on this.  |

100% contest it, you have nothing to lose by doing so.

Seems like "was 2 minutes enough to ascertain if someone was unloading" might be a good enough defense.
Looking at my back catalog of tickets, they say 3, 4 mins or don't specify an observation time but these weren't loading bays.
I do recall that they don't need to wait a certain amount of time after parking restrictions coming into force. Eg: 8.30-8.33 when they came into force at 8.30
Anyhoo, submit a well written/researched appeal and see what happens. You can spend ages researching lines and signage but in my experience they don't admit they're wrong. |

Thats a very handy website, and certainly seems to lean heavily in favour of "constant observation must be at least 5 minutes" - would definately seem to imply that 2 minutes is not enough and the ticket isnt valid. Heres to hoping!

If it looked like that then fair enough, but it doesnt.
Heres the "loading bay" in question, theres 4 little parking strips like that on this road, 3 of which are for short term free parking, 1 is loading. As you can see, nobody obeys it and everyone uses it as parking. Easy mistake to make as well if youre not local.
