make sure its the headlight fuses you're changing, some have separate fuses in different places.

get a battery tester and check continuity on the wiring.

check bulbs

check ignition.

do the lights do anything when you put the parking lights on by turning the key just past the lock position?

Get the wiring diagram and take a look... https://s574.photobucket.com/user/hmmmnz1/media/Honda/cbf125COLOUR.jpg.html?t=1312325525

This is a quick idiots guide to finding an electrical issue in the loom providing youve checked ALL the fuses and bulbs.

So you have no rear light but indicators all work

indicators need 2 wires to function, below is the wiring for your rear light and indicators, they all share the green wire so that is ruled out as both indicators work

this leaves 2 wires that could be the problem yellow/green and yellow, so move to the front wiring and find the yellow/green and yellow, find where they meet up and what they connect to and go from there checking for damaged wires or plugs.

So.. trace the wires to something significant

the big grey highlight (yellow wire) goes back to... the handlebar switch.. the green/yellow goes to the switch for the front and rear levers to illuminate the brake light so its not that.

from the handlebar switch for the lights is sidelight (small bulb in headlight) and then another wire (pink highlight) for the actual headlight bulb itself.

So from this what do we get?

behind left hand front indicator is wiring for front , clocks etc. check connections are in and ok , unplug and plug back in. also pull the square black diode out and check its not green at terminals ( in with wiring behind indicator ) and refit.

wiring known to break behind horn ( under left hand side of petrol tank at front where it cable tied to frame ( although normally causes to cut out ).

last thing is earth block behind left hand grey panel or reg / rec wiring behind left hand side of rear panel which are also known to rot.

edit - starter switch may be sticking when pressed - spray with wd40 and press a few times ( when starter is pressed lights turn off until released )

See my thread here: https://www.bikechatforums.com/viewtopic.php?t=308490

Exact same problem as you, fixed (in my case) by replacing stator which had some burnt windings. Take your left hand engine case off and take a look at your stator, if any of the windings are fried, replace it. Remember to have your bike on the centre stand when you do this or it'll leak a load of oil.
