What does this mean?
Sounds like he never had A added on, rather than that he "lost" it.
Sadly, I can't think of anything that he can do. The 2 year rule is daft, but it's in the actual statute and the phrasing is "shall not be granted", so the DVLA have no discretion here.
I'm afraid he's going to have to jump through all the hoops again to get category A. ____________________ Biking is 1/20th as dangerous as horse riding.

He's a decent honest chap but has gone through a lot over the last few years and bikes have been far from a consideration.
I'm just double checking but am pretty sure it was physically on his licences in the past when he used to do a fair bit of green laning on his husqvarna with his son and another group a friends.
Am checking with him about any points/if he's been pulled in the past...
Many moons ago as is no idea, late 80's/early 90's...
Lost his entitlement as is re-newed his licence and he no longer had A entitlement...
Pjay - Although having never having had to do this myself I well certainly get him on him about that. Exactly the kind of advice I was hoping for

If late 80s how do they know he passed his test, unless he sent them a certificate?

If push comes to shove, it turns out that the pass certificate doesn't really mean anything. We're licensed or we aren't, and we're not licensed until DVLA Friend Computer says so, regardless of what DVSA Derek claims.
So we shouldn't really be riding away from tests.  ____________________ Biking is 1/20th as dangerous as horse riding.

It would appear I've vastly overestimated someones age ...
2001 was the pass year so they would have registered the pass paperwork or not.

DVLA are notorious for losing A entitlement.
Sadly, to the best of my knowledge, nobody has ever persuaded them that Friend Computer is wrong, no matter what evidence they provide, even if the Prime Minister writes to them three times asking them to sort it out.
Kafka would have loved this line: "The DVLA confirmed there is no way for me to take the test again unless it takes away my licence, so it has revoked it again for its computer system to then allow me to book a new test to replace the documents it admits it has seen but since destroyed"
What I would do is file a Subject Access Request with the DVLA asking for a written record of his entire licensing history. Not a precis, not whatever the phone monkey reads out, everything that they have on him including copies of supporting documentation.
Honestly though, it'll probably be quicker and less stressful (but more expensive) to just start the licensing process again. ____________________ Biking is 1/20th as dangerous as horse riding.

I seem to remember there being a specific exemption to the requirement to posess a licence if it was with the DVLA being processed. ____________________ “Rule one: Always stick around for one more drink. That's when things happen. That's when you find out everything you want to know.”
