Couldn't really be bothered with watching the whole video, so sorry if these questions were answered after the first minute or so.

Does it rev above 7500 in neutral?

Have you looked at or changed the air filter?

Have you checked for air leaks around the carb?

Have you fitted new HT lead/cap.

Has it always had this problem or has it developed recently?

... oh, and did you really mean 0.008 for the valve clearance? I think it should be 0.08

Hi

New filter
New cdi
New ht
New ht cap
New spark
Clean carb
Checked for leaks with brake cleaner and carb cleaner

Sometime it will rev up in neutral and sometimes not

Yes 0.08 on both

the way it sounded in the vid was like it hits a limiter of some sort,
or like car ht leads breaking down under load

so I would go over all the electricals and give a squirt of wd in the connectorblocks, undo the ones that look dirty/brown and check for rust and finally check your earthing points,

and just to be sure, when you say new.. is that new new or new to you off ebay 2nd hand?

New new

Also put a 110 carb injector to see if that would work as the filter is a cone

It's had the issue since I got the bike

Also new fuel line and breather

Tappet gaps are right, but were they done with the engine stone cold?

Although that sounds electrical. It's mis-firing rather than firing poorly.

Coil, or coil and lead? If it's coil and lead then it sounds like you've replaced everything in the ignition circuit, so I'd hazard a guess at a bad connection.

Either the main earth, the CDI plug, or check that the low tension leads on the coil at secure - I had both the latter two issues on my CG125 copy-engine, which produced similar behaviour.

If it's not that, I'd suspect the pickup coil on the stator, but I'd check all the connections first.

When a similar problem happened with my bike it ended up being a problem with the spark plug cap not connected to the lead properly.

Worth a try, it sound like something in the electrical system and you've ruled out pretty much everything else. I had to crimp my spade connectors a bit to get them tight on the (aftermarket, because racebike) coil.
