I don't usually pay too much attention to all the temps on my machine. The other day I was playing GTA V for about 4 hours and when I shut the game, I got a blue screen briefly before it rebooted itself.
In the BIOS I got a "CPU Temperature warning" or something to that effect. I'd never seen that before so went in to the BIOS and looked at the temps and they were 65 degrees, which isn't bad. I booted in to Windows and everything was fine.
Not had any issues since but I have been running HWmonitor and keeping an eye on it.
Is this "normal" ?
This machine has:-
i7 3770k no OC
Corsair H60 water cooler
ASUS Sabertooth Z77 mobo
Rest doesn't matter so much as it's the CPU temps which I'm wondering whether there's a problem here.
I've had this board and CPU for about 5 years now, to my knowledge, never changed the thermal paste in there as far as I can remember.
Oh and HWmonitor stats below are from having the PC on for the past 5 hours, no heavy lifting, just web browsing.

I run a cheap GELID Solutions Tranquillo cooler (£15) and I can't hear it even when at load. Idle at 38°C, Q6600 (105W TDP), max of 55°C at full load. The 120x120 fan on the cooler does only 1200rpm at max speed. The air flow consists of one fan sucking air in at the front and one exhaust fan back with the PSU having its own fan. All fans are 120x120, very low speed.
I'd say your liquid cooling system is not working or the computer case is full of dust. Either way, I'd change the liquid cooling for a classic heatpipes and a fan.
Your i7 3770k being 77W TDP, the Tranquillo or any similar solution, should work more than just fine.
