Because I'm not particularly rounded as a person, particularly sane AND I have serious trust issues serious relationships are a no no for me.
Recently my house building process a 3 year long palaver involved in putting it together and other headaches I've suffered to get to where I am now... it seems a shame to have this all taken by the government when I die.

You're joking right Itchy?
You can't buy an heir. Even if you were to engage a surrogate it's going to involve a long term relationship of some sort. You'll be connected to the mother forever as well as the child and how can you be sure you'll bond with the child? Some kids are 'orrible!
Here's my suggestion. Become a sperm donor through a sperm bank.
In the UK you can father up to 10 kids who have right to find out your identity at some point.
Leave all your assets in trust for "any child(ren) who makes themselves known as having been conceived using an Itchy donation"
Bish, bosh.......... The mothers pay all the expenses of raising the child(ren) and you get paid £35 a shot.

Another vote for leave it to charity.
Don Bosco are a particularly nice one actually, I was really impressed with how they work.
I won't lie, pretty much any charity coming out of the West seems wonky. However, there are plenty of really nice ones, not to mention individuals doing amazing things.
I know a great woman in India for instance who runs a home for young girls (minors) who became pregnant through sexual abuse, and often were abandoned by their family afterwards.
She still runs that home, as well as a child advocacy centre to help children and parents cope with the discovery of sexual abuse, and to provide an intermediary with the police. I still try to fundraise for her and direct funds to her when I get the chance.
There is no good deed in bringing a child in to the world purely to spite the government.
There are, however, plenty of children in this world already who would have their quality of life, and future, greatly improved by your contribution.
And even staying closer to home, as said, secret millionaire... Do you know about good single mums who are good candidates for your patronage? Especially those widowed and estranged from family.
I know one lady, a really nice English woman, who is a single mother following the death of her husband, and has no family whatsoever. Her child is awesome, and the centre of her life, but you can see she is struggling to keep it all together with work, home and education etc. 捉襟见肘...
I'm sure in Hong Kong you can also find some really worthy examples without looking too hard.
Maybe take it as your next hobby/project, finding a worthy successor.
