No, wait, the other one: YES.
Why limit yourself to a 250 though? It looks like Norway is following EU licensing:
https://en.wikipedia.org/wiki/Driving_licence_in_Norway
Which means that you'll probably have to sit your tests on a 400cc+ (in practice ~500cc+) bike. You might as well get a 35kW CBR500R rather than a 250. ____________________ Biking is 1/20th as dangerous as horse riding.

Semi-seriously, I'm having a great laugh on my Ninja 250. It's not fast in bike terms, but it's enough to keep up with traffic, it just loves being thrashed to the limiter, and it'll convince you that it's going much quicker than it really is until you look at the speedo. One surprising thing is how flexible the engine is as well: 30mph in 6th is actually usable (inB4 gearing).
I wouldn't want one as an only bike. I'd be looking for just a little more, i.e a Ninja 300, YZF-R3 or an RC-390. But when you're looking to just go and abuse the hell out of a bike, less can be more. ____________________ Biking is 1/20th as dangerous as horse riding.

Doesn't look that tricksy. 60 x 44.1 bore/stroke is more strokey than 64 x 41.2 Ninja, power is up just a little bit (peaking at 12,000 rpm, granted), torque is about the same (and they both peak at 10,000). Can't see why it wouldn't be as usable on the road.
I can't find (be bothered looking for) service intervals, although I vaguely recollect that the R3 is pretty poor in that respect.
If it's got the R3 geometry, it'll be surprisingly sitty-uppy as well, much more so than the YZF-R125. ____________________ Biking is 1/20th as dangerous as horse riding.
