Use a hot air gun, or failing that a hairdryer. Gently warm it and it will easily peel off.

The top layer should come off easily leaving a glue residue. I used white spirit to remove this and worked fine.

The only safe way to remove it without damage is by using a kettle of boiling water poured gently over the pad then ease it off as the heat softens the glue.. Use a drop of petrol on a cloth to remove the remaining glue then polish the tank prior to replacing.
It is possible to burn the paint with a heatgun or worse set the damn thing on fire!
I used to be a professional valeter and the hot water was a trick i used daily.

WD40 is the best stuff to get sticky crap ond tar off painted surfaces.
I would CAREFULLY use a sharp razor blade and start at the top, this also works on well stuck stickers

I found the only way to get the old one off my boyfriend's bike was to use my nails to scratch it off.
