Maybe the carb is full? It doesn't hold much. You don't generally see it running out.
From parts diagrams, there is a drain screw that screws up into the very bottom of the carburettor float bowl. If you remove this and turn the fuel on, petrol should run out of that screw hole.
If it doesn't, there is someting wrong with the needle valve/float assembly. Try tapping the carb gently with a piece of wood in case it's stuck in its seat before considering taking it apart to look. You could also try blowing down the fuel line, if the carb is empty, you should be able to blow down it freely. ____________________ “Rule one: Always stick around for one more drink.
