				| At a guess a vent, an overflow and a tip-over drain. Traditionally all routed to atmosphere or the road but on more modern stuff, probably re-circulated into a closed system to reduce emissions.
 One of them might be a take-off for a pulse air device, again emissions.
 
 No idea which is which or if that's even correct. What's it off?

 Not so much, carb icing only usually happens when large volumes of cold, moist air are being drawn through the carb. Usually also requires it to have been drawing large volumes of vapourising fuel for a while too to cool down the internals. So the classic situation is as you wind off the throttle to pull off a motorway on a chilly, damp winters night. The vapourising fuel has chilled the point of the throttle needle to below zero, you wind off and the moisture condenses in the airbox then next time you open the throttle a big gulp of cold damp air leads to an ice crystal forming on the end of the throttle needle. Bike stutters and conks out.
 
 It's not the fuel that freezes, its moisture in the air charge. Petrol has a flash point of -45C. You aren't going to get carb icing at startup.

				| The little pipe is a breather I guess. The two identical pipes go to a vertical chamber that is plugged at the top with a brass plug.  Looks like it is water cooling, whether that is connected up for our mild UK climate is another thing.  Carb icing can, rarely,  be a problem in the UK, I have experienced it on one of my vehicles. Curiously enough there is a post about a Honda C110 on here. Some of these  had the carb heated by the rocker oil feed from the engine, which went via the carb ( lots of copper washers required).____________________
 All the above is my personal opinion, you can see my lips move, but I'm talking out of my arse.
 I've been riding, and fixing , bikes for 50 years, in that time the more I learn, the less I am  absolutely sure of.....
