It might be worth replaceing, its only like 50p per metre (nearby it is anyways)
Personally i get some pliers arround it (the part going over the pipe) and work it over and over till it loosens, then pull it off with my free hand...

I'd get a new one if there is no slack in it, but if there is some slack I would cut that piece off completely, then use the rest over the tap  |

A pair of long nosed pliers and a little WD40 does wonders. Try levering it off rather than just pulling. ____________________ I must not be a troll...
