Wouldnt the copper have to measure the amount of db's or somthing to ensure its 'too loud'?

There's no practical way of accurately measuring that on the roadside; even in a workshop it isn't very good, so MOT testers can't really test it properly. Normally it is down to the testers or police officer's discretion, unless it has 'Not for road use', 'Track use only' or similar on it.
As an offence in itself, it is only punishable by a £30 fine; normally they just give out a rectification notice at the same time as the producer, so you have to rectify the problem and show them that you have. If they decided to do you for a breach of the peace, battery (of hearing I suppose) or something like that, it could be much worse than £30. Those though are criminal rather than traffic law violations AFAIK, so I doubt anybody ever would be done like that.
If nothing else, a loud can gives a police officer an excuse to stop you and inspect the machine. Minature number plates et al only make the situation worse and will probably make them doing you for the speeding rather than giving you a lecture more likely. ____________________ I must not be a troll...

I've never known a boy racer get pulled for his exhaust and i know rather alot of them.
The only time i've ever been pulled for having a round exhaust was decelerating past a police car after a 120mph run. when i can past the police car i was doing about 70 with my exaust popping and burbling so much it sounded like someone sooting a growling bear with a shotgun
I'd say both are just as loud around town, but the way bikes rev so high and the fact we are far more likely to attract attention to ourselves for other things is what gets us pulled  |

Don't forget that for many, maybe most people, exhaust noise is just noise, no matter how good other people might think it sounds. A 916 with Termignonis going past at full chat might make the hairs on the back of your neck stand up, but it'll get hackles up up on most.
Tyre noise is still worse in my opinion. You can't hear much else from most vehicles other than bikes. ____________________ I must not be a troll...
