Fuel tap M8. The backfire is because it's running really lean.
The Hondas have a vacuum pipe on the fuel tap. If it has become detached or has split the fuel tap wont open and therefore you'll not get any fuel in the carbs. If the vacuum pipe is OK then I'd suspect the diaphragm inside the fuel tap has perished with the same result.
