It's a length of clear hose and two cable ties in a box.
It's called a manometer and is a VERY accurate way of synching your carbs. Much more accurate than even very expensive, mercury based vacuum guages.
I'll save you some money though.
Go to a hardware shop and buy about 4 metres of clear plastic tubing, a handful of cable clips and a bit of wood to attach it to.

You don't need a ball if you use coloured oil. Tweak it until the two columns of oil are next to one another.
If there is a lot of up and down movement, you sometimes need to kink or compress the tubing slightly as it comes off the carb to damp it down. A G-clamp works well. Tighten it down until the movement is reduced to a minimum (although you should still see a slight up and down movement of the oil column, if there's none, you did it up too tight). ____________________ “Rule one: Always stick around for one more drink.
