It's a length of clear hose and two cable ties in a box.

It's called a manometer and is a VERY accurate way of synching your carbs. Much more accurate than even very expensive, mercury based vacuum guages.

I'll save you some money though.

Go to a hardware shop and buy about 4 metres of clear plastic tubing, a handful of cable clips and a bit of wood to attach it to.

Use a set just like that myself, work a treat. Only thing I've noticed is after a while (not sure if it's a film of oily fumes or whatever) but the ball has gotten a wee bit sticky in the tube (not much really), notchy-like, but still accurate enough and should be easy enough to clean out if need be.

You don't need a ball if you use coloured oil. Tweak it until the two columns of oil are next to one another.

If there is a lot of up and down movement, you sometimes need to kink or compress the tubing slightly as it comes off the carb to damp it down. A G-clamp works well. Tighten it down until the movement is reduced to a minimum (although you should still see a slight up and down movement of the oil column, if there's none, you did it up too tight).
