What paperwork?
They'll have sent a section 172 demand to identify the driver. You have 28 days to respond. Are you sure that they received your response?
You (well, the registered keeper) should also have received a Notice of Intended Prosecution within 14 days of the alleged offence.
"within fourteen days of the commission of the offence a notice of the intended prosecution specifying the nature of the alleged offence and the time and place where it is alleged to have been committed, was—
(ii)in the case of any other offence, served on him or on the person, if any, registered as the keeper of the vehicle at the time of the commission of the offence."
Now, they may claim that the Section 172 was also a NIP, but you could have a laugh and try arguing that it should explicitly state an intent to prosecute, not just allege an offence, and that it should "specify" the nature of the alleged offence. Check what they sent you carefully, they may have bungled it.
Oh, and yes, 6 months from the date of the offence. ____________________ Biking is 1/20th as dangerous as horse riding.

OK, but did you receive a NIP as well? If not, what was the wording on the Section 172 demand? ____________________ Biking is 1/20th as dangerous as horse riding.

It does make me laugh when you see people fly past in the average speed camera zone in roadworks, then slam the brakes on when approaching a camera, and speed off again when past it! Do they not understand the words AVERAGE SPEED!?
Also, it doesn't matter than no one was working on the roadworks at the time, or what time of the day it was. The conditions of the road (ie: the roadworks) mean the limit is there for a reason.
Contraflow, cones in road, unfinished surface etc....
