That is pretty full! That level is high compared to even the gearbox oil level.
Does look like oil with a bit of water in it.
It is odd. Only way I can see getting that much 2 stroke oil in is if someone connected the oil tank directly to the carb, bypassing the pump! But the gearbox oil would require a very dead seal. Either wrecked (in which case I would expect it to go back into the gearbox when parked), or the seal in backwards (in which no way would it run for 6k)
