For your preferred riding style i'd recommend an enduro 50, but while they offer a more relaxed riding style they are also quite tall. You could, however, try an older twin-shock model that will be alot lower. Or an older road bike, such as the FS1, they will be alot lower than 'sport bike rep' 50's.
Pit-bikes; The trouble is trying to find a quality brand, they are predominantly Chinese and my advice is to stay away from anything that is associated to being Chinese. (Motorcycle wise )
Other than that, they are as legal as the next bike if you buy a 'road-intended' one that will come with all necessary paperwork to register it OTR. That is assuming you are going to buy one brand-new.
I think you are referring to 'Binges' pit-bike, his is a 150cc IIRC, although you would be able to get a similar type of bike with a 50cc engine. The trouble with pit-bikes is that they are 4-stroke, and 50cc + 4-stroke = Slow

At 5'4" you are not that short (some on here would kill to be that tall).
You might well find that, once moving, the riding position on things like the RS50 is not that bad. A lot of seat height / riding position issues are down to confidence.
The older 50s tend to be less extreme as far as riding position (eg, Honda MBX50, Yamaha RD50), and fairly cheap but the trouble is finding one that hasn't been destroyed by at least one of the probably 20 learners in its life.

Seriously its about technique rather than seat height,
Day 1 of Africa twin with its 900mm seat height, I was whoa can barely get my toes down , a few days later and a minor mod giving me 30mm lower I can flat foot the africa twin. ____________________ Spain 2008France 2007Big one 2009 We all die.
