I've got a set of panels I want to spray black. They already are that colour but a bit faded, scratched, scruffy. Will I still need to sand and prime then, or could I get away with sanding and no primer (I assume I need to sand them so the paint sticks cleanly).

That's what I would do and just fill in any deep scratches with car body filler, sand till smooth.
Rub down with 80 grit wet and dry.
Then rub down with 1200 grit wet and dry paper until smooth.
Shake the can vigorously for two minutes.
Holding the spray can approximately 25cm away from the surface to be painted, apply a 2 to 3 coats of paint at 20 -30 minute intervals.
Allow the paintwork 24 hours to dry then rub it down with 1200 grit wet and dry paper. It should lose its gloss appearance and take on a dull, matt finish. Clean with warm, soapy water, rinse and dry.
Apply clear lacquer.

Just watch out that lacquer can take a long time to fully cure. Go very light with it - better to do a light coat, wait a week, then do another light coat than slap on a thick coat that'll wrinkle and pick up thumbprints for weeks.

Are the panels original finish or has some-one painted them before?
Personally I'd flat back to plastic, use key or plastic prime then paint.
If you spray-over, there's risk that the paint wont key or will react with paint beneath.

I'd say before you paint, either primer of colour, to make sure you wipe over with some solvent based cleaned just to make sure panels clear of any muck and oil.

Don't want to jump on your thread but you might find this useful too.

I recently painted my side panels in Matt Black, the finish is excellent but i'm finding it hard to keep the finish looking good. Obviously lacquer will ruin the Matt effect, is there anything out there like a wax that will help protect the paint but leave the Matt look?

I'm fairly sure you can get matt lacquer although a quick google didn't turn anything up.

Really? I suspect your school reports were along the lines of "must try harder".

Entered "lacquer matt" into google and got a few.
Filtering out those for floors/walls and still some left.
