It's probably the throttle cable that needs to be replaced.
It's the throttle return spring in the carb that pulls it closed but I've never seen or heard of one breaking. If the throttle doesn't snap shut, it's usually because the throttle cable has become damaged and is sticking.
I'd imagine a DNA has a long throttle cable with an awkward routing to get to a rear mounted engine so your prices don't sound too far off the mark. They probably have to dismantle half the plastics to get at it which takes a lot of time. Otherwise it's a 5 minute job to change a throttle cable by itself. ____________________ “Rule one: Always stick around for one more drink. That's when things happen. Could also be a worn out throttle slider in the carb sticking on the sides.
You're basically paying them for the part and about an hours labour. Not an unreasonable price. That's what you pay to have stuff done at a shop.
