But how? I thought inlet washers = carbs?

I suspect that inlet washers on an FI bike without a throttle stop would work poorly as the amount of fuel and air is controlled separately in an FI bike. If it was just inlet washers then the air would be limited but fuel is controlled by the ECU based on a few things (i.e. the throttle position sensor) so would be pumped in at a normal rate = uber rich and probably not running.
A throttle stop and inlet washers is how it is achieved in overpriced kits for this bike although I do recall a thread somewhere where someone was trying to remove an ECU restriction, I think this was a factory 33bhp restriction rather than aftermarket though.
