 |
|
There has been a few posts about speeding recently which have got me thinking...
Do the police have a policy for their speed traps? I'm thinking the ones where the officer has a speed gun/rader to point at vehicles.
I ask as passed one the other day (North Yorkshire - outside village of Hambilton - it's on A63 route to Squires). Now this guy was actually hiding behind a hedge peering out. He looked like Bodie or Doyle off the Professionals* about to shoot some villain.
Now I always though (perhaps wrongly) that the police were interested in safety, not in raising money from motorists who may edge over the limit. So if they are interested in safety why was he not in plain sight where he could be seen to encourage people to slow down (if indeed they were speeding in the first place).
If the only interest is covert money raising activities then he'd be sneeky and hide behind a hedge**. Oh wait, that's what he was doing!
So, does anyone know if the police have a 'safety' policy or should we expect them to hide (expect full rant from Hetzer).
* please substitute gun toting hard men from your own TV era for this analogy to work.
** also have been informed about scamera van on M180 before river Trent (J3 Scunthorpe - that's Humberside police then) that parks itself on a high spot so it can see you before you see it. ____________________ ...and the whirlwind is in the thorn trees, it's hard for thee to kick against the pricks...

as far as i am aware, any officers checking speed must be clearly visible to traffic on the road,
as far as i am aware this is for two reasons
1. for the officers and road users safety,
2. i believe they can be done for entrapment if they are hiding,
if you notice all speed cameras are marked up with plenty of notice that they are there, and most mobile units have big signs on them too (well they do here in york anyway)
a couple of years ago there was a bike following a car round some country roads near york and a hidden police car was on his radar/speed gun the car suddenly braked and the biker rear ended him i believe the officer was reprimanded for that. ____________________ "WHAT DO YOU MEAN 100 MPH THATS IMPOSSIBLE Its chinese OFFICER."

| Earl Russell wrote: | What it is possible to say and what ought to be emphasised, though it is not emphasised now, is that it is an anti-social act, and should be a criminal act, to drive in such a way as to endanger any other human being. The way in which the artificial speed limit is enforced now tends to obscure that.[...]
Attention is not directed to that which I think your Lordships all agree is of importance—the safety of the public. Policemen are not stationed in the villages where there are people about who might be in danger, but are hidden in hedges or ditches by the side of the most open roads in the country. [...]
It has been found that motor trapping is a very profitable employment. East Sussex has gone in for an elaborate electric timing apparatus, which has earned its original cost many times over; and this system of trapping is now being extended all over the country. The result is that careful and considerate motorists are constantly being trapped, and become indistinguishable from the reckless and careless motorists whose licences ought to be taken away.
It is a very regrettable thing that this enactment, which has been condemned by a Royal Commission who went very carefully into the matter, should be utilised by the police authorities throughout the country for the creation of an enormous number of these artificial crimes, and I hope His Majesty's Government will recognise that they cannot hold their hand indefinitely, and will at some time or another amend the existing law and place it on a rational footing. |
From Hansard, House of Lords debate 16 July 1907.
105 year later, Earl Russell is still waiting for "motor trapping" to be put on a "rational footing". ____________________ Biking is 1/20th as dangerous as horse riding.

 |
|
The Department of Transport and ACPO have both produced guidelines on the use of different types of speed detection equipment, but they are not law. Thus, breach of the guidelines would not invalidate a prosecution for speeding unless there was bad faith involved, in which case you would argue that the police's actions were an abuse of process. ____________________ Nick Diable

On the way home from work today, pissing down with rain etc. I give way to the right on a lil roundabout. It's plod.
He immediately pulls over to the left and I have to go round, straight away he pulls out behind me. This is a 20mph, speed bumped, traffic calmed road.
I think "he's checking my plates" It's pretty freakin obvious really!!
I got nothing to worry about though
Why did he pull in??
Because they have quotas to fill, it's a fact, they are sent out with a "catch 15 vehicles today" mandate or be tea bagged by the chief super
I know a copper and he's given the catch 15 speel every month, your plodder was doing as directed by those above him.
Sad but true. ____________________ My Lane Position is always AWESOME!! |
