bang the loose rust off with a hammer or end of a screwdriver first then use a big jubilee clip to hold the 2 sides together then firegum the lot don't miss any holes then use aluminium tape to seal it all up

Whatever you do is going to vibrate loose in short order, as I doubt there's enough meat on the silencer to clamp it firmly.

If I absolutely had to, I'd find a piece of thin metal (in the past I've cut up one of Mrs Borg's old baking trays Shhh!), roll it around the pipe, then squeeze it a bit more and shove it inside to make an internal sleeve.

Then go in with the jubilee clip / tape / bandage / silicone / putty / bits of string and chewing gum.
