Don't know the bike at all but if it drops the rpm when the temp reaches a certain point then I would suggest the temp sensor or wires to/from it? Check the coolant level too as this will alter the temp reading depending on where the sensor is located.

Might also be worth checking any air temp sensors if they have them, sometimes in the air box(I'm translating car knowledge here) also the lambda sensors possibly but unlikely. There will be resistance values for them somewhere, maybe the manual will have them.

Must be a honda thing - my cbr had very high revs on cold start and seems to take an age to return to normal once warmed up.

The 929 and 954 Blades have a mechanical auto choke controlled by a wax pellet which has coolant running over it. As the coolant heats up the pellet expands and moves a rod attached to the stater valves.

Tell you mate to pull this out and give it a check in some cold and hot water. It should move about 5mm. It located just above the throttle bodies.

You can also balance the starter valves on these Blades, so that may also help.

My 954 idles fairly high until it gets warm. Never looked at the numbers on it, just need to be careful on tight roundabouts until it's warmed up.
