It means that as the current owner of a vehicle, you can put in your info and input the new owner's details. They still need the little green slip until their new V5 arrives but that's it, instant change, no need to send the V5 off for them to lose it and then try to "fine" you.

Totally right to start a thread, I was going to nudge you to do it. This is very welcome.
Fire one into General Bike Chat, Found on the Net, Politics and Current Affairs and wherever else you like and I'll damn well +Informative each and every one. This is huge news, especially for Paddy who's on first name terms with DVLA prosecutors over "lost" changes of keeper.  ____________________ Biking is 1/20th as dangerous as horse riding.

And I guess that they'll be closed for the bank holiday too. I think that'll I'll just send off the V5 in the "old fashioned" way although tempted to do both...imagine the confusion They probably have a new fine for such disruptive behaviour, on top of the grand if you don't send it in at all. |

Indeed, but my understanding is that the High Court has ruled that the "deliver" parts means what it says and that Interpretations Act 1978 doesn't apply.
If delivery is literal, but the recipient is not, then Parliament or the courts are an ass. Or perhaps both.

Many years ago I succesfully used the 1889 Interpretation Act as a defence for my late father in law during a hearing regarding a rating appeal on his house. The Council claimed never to have received his Notice of Appeal and the (junior) QC representing the Council, naturally enough, advised the chairman of the Court to summarily dismiss the case.
I then piped up, quoting said Act, and stated that the mere fact that my father in law had actually posted the appeal deemed it to have been delivered. I am no lawyer but had mischievously donned a crisp suit and silver tie that day to add some gravitas (and make it look like I was a young legal bod) and this was rewarded when the QC, much to my amusement, turned to the Chairman and requested that "we might adjourn in order that my learned friend and I may consult" - no joking, these were his actual words Mr QC then took me aside and asked me to explain to him what the Act actually said about this particular point and then returned to confirm that he was removing his objection to the appeal, which we then won!
Now, I had obviously never heard of this Act before but an old surveyor I knew said to try it and see what happened, and it worked.
The 100 quid or so that was saved was duly spent over several merry evenings  |

I have a licence which needs renewing on Medical grounds every 3 years, previous 6 years (2 renewals) no problem, medical condition unchanged. What with doctors funking up (not sending reply back, then sending reply with a question not answered), I haven't had a driving licence in over two months! I can drive but couldn't hire a car when I went on holiday, insurance company on renewal threw its toys out the pram when I explained I couldn't send a copy of my licence etc. etc.
Checking the view your driving licence screen and seeing 'Your Full Driving Licence has Expired' really makes me miserable.
Anyway, called DVLA on Friday, the DVLA 'contact' centre is closed until Wednesday due to industrial action ....
