It would appear to me that all those illegal immigrants doing food delivery and the places that employ them are breaking the law. Not only is this detrimental to the public good (by having un-vetted criminals working in public) and damaging to the legal UK workforce it's also entirely against UK law, and even your (un)elected political leaders are not exempt from the law, so if you can identify the culprits allowing or partaking in illegal employment in the UK (including politicians and/or law enforcement) then perhaps a polite meeting with them involving hot tar and feathers should be arranged.

noun

a totalitarian state controlled by a political police force that secretly supervises the citizens' activities.

Definitionally that's the UK as our police certainly are political and what laws they will or will not enforce are seemingly arbitrary.
